Singapore Launches Cybersecurity Strategy 2026 to Strengthen National Cyber Resilience
Focusing On Defending Critical Infrastructure, Securing the Wider Cyberspace, Strengthening AI and Quantum Capabilities, and Enhancing International Partnerships

Singapore’s Senior Minister, Coordinating Minister for National Security, and Minister for Home Affairs K Shanmugam launched Singapore’s Cybersecurity Strategy 2026 at the Opening Ceremony of the 11th Singapore International Cyber Week (SICW) at the Sands Expo and Convention Centre.
A Whole-of-Nation Approach
The Cybersecurity Strategy 2026 guides Singapore’s whole-of-nation approach to cybersecurity. It is guided by the vision of a secure, trusted, and resilient cyberspace that empowers the nation’s digital way of life. In his foreword to Singapore’s Cybersecurity Strategy 2026, Prime Minister Lawrence Wong underscored the importance of shared responsibility and collective action to achieve this. He wrote:
“In an interconnected digital world, what each of us does affects the security of others. By working together, we can keep Singapore’s cyberspace secure, trusted, and resilient, and continue harnessing technology with confidence—to improve lives and create new opportunities for our people.”
Responding to a Challenging Cyber Landscape
Cyber threats are growing more severe, with Advanced Persistent Threat (APT) actors increasingly targeting critical infrastructure and preparing for potential disruption. Frontier Artificial Intelligence (AI) is transforming cyber offence and defence, while advancements in quantum computing could eventually undermine today’s encryption. Growing digital interdependencies mean that vulnerabilities and disruptions can have cascading effects across sectors and borders. At the same time, geopolitical tensions and technological competition are making international cooperation on cybersecurity more challenging.
First launched in 2016 and refreshed in 2021, Singapore’s Cybersecurity Strategy 2026 builds on foundations established over the past decade while sharpening Singapore’s response to new and emerging challenges. The refreshed Strategy places greater emphasis on strengthening national-level cyber defence, raising cybersecurity standards across the wider digital ecosystem, and preparing Singapore for emerging technological threats.
Four Strategic Pillars of the Cybersecurity Strategy 2026
Pillar 1: Defend Critical Infrastructure. Singapore’s Critical Information Infrastructure (CII) provides essential services that Singaporeans rely on every day. The Government will strengthen national cyber defence by developing centralised capabilities to better anticipate, detect, and respond to sophisticated cyber threats, while strengthening CII owners’ capabilities to defend their systems against advanced and AI-enabled attacks.
Pillar 2: Secure Our Wider Cyberspace. Singapore must raise the level of cybersecurity across the entire ecosystem, beyond just CII owners, to protect businesses, organisations, and individuals from cyber harms. The Government will strengthen upstream protection measures, drive organisations to improve their cybersecurity posture, and continue public education efforts to equip Singaporeans with the knowledge to protect themselves online.
Pillar 3: Strengthen Capabilities for AI and Quantum. The Government will leverage AI to enhance cyber defence by strengthening in-house capabilities and promoting wider adoption of AI-enabled tools. Singapore will also prepare early for quantum-enabled threats by accelerating national quantum-safe migration, working with industry and public agencies to plan, prioritise, and execute the transition.
Pillar 4: Enhance Resilience Through Global Partnerships. As cyber threats transcend borders, Singapore will deepen international cooperation, strengthen its role as a trusted convenor for cybersecurity dialogue, and partner major technology firms to co-develop solutions in priority areas such as AI-enabled cybersecurity, operational technology (OT) security, and quantum-safe migration.
Two Foundational Enablers
Enabler 1: Build a World-Class Cybersecurity Ecosystem. Singapore will strengthen its cybersecurity industry and innovation ecosystem to develop capabilities needed for long-term resilience. The Government aims to establish Singapore as Asia’s leading cybersecurity innovation hub, focusing on growing local capabilities from research to commercialisation and accelerating co-development with academia and industry.
Enabler 2: Level Up Our Cyber Workforce. People remain central to Singapore’s cybersecurity efforts. The Government will professionalise the workforce, deepen technical expertise, and broaden the national talent pipeline to build a future-ready workforce.
Invitation to Collaborate
Over the next five years, the Government will work with stakeholders across government, industry, academia, and the wider cybersecurity community to implement the key initiatives outlined in Singapore’s Cybersecurity Strategy 2026 Together, Singapore aims to build a secure, trusted, and resilient cyberspace for the nation.
