Indosat Business Advocates More Strategic Cyber Resilience Approach
Whitepaper Reveals Surge in AI Fraud, Ransomware Threats, and Low Enterprise Cyber Resilience Readiness in Indonesia

Indonesia is entering a new phase of its digital economy. The country’s digital economy is projected to reach USD $340 billion by 2030, driven by the rapid adoption of Artificial Intelligence (AI), cloud, IoT, fintech, and digital systems across industries. However, alongside this growth, cyber risks are evolving at an increasingly larger scale and complexity.
As a digital transformation partner for enterprises across various industries in Indonesia, Indosat Ooredoo Hutchison (Indosat or IOH), through Indosat Business, sees firsthand how accelerating digital transformation is also expanding the cybersecurity challenges faced by companies. Enterprise needs today are no longer limited to connectivity and technology alone, but also include the ability to build adaptive, integrated cyber resilience capable of addressing modern threats.
Indosat Business Collaborates with Cybersecurity Expert
In response to these challenges, Indosat Business launched a whitepaper titled A Business-Centric Framework for Enterprise Cyber-Resilience in collaboration with cybersecurity expert Dr Ir Charles Lim, M.Sc., B.Sc., CSAP, Security+, CySA+, ECDE, CND, CCSE, CTIA, CHFI, EDRP, ECSA, ECSP, ECIH, CEH, CEI. The whitepaper highlights the phenomenon of the “resilience gap”—a condition where the pace of digital transformation is advancing much faster than organisations’ readiness to build cyber resilience.
Muhammad Buldansyah, Director and Chief Business Officer, Indosat Ooredoo Hutchison, said, “Indonesia is entering a new phase of the digital economy, but digital growth must also be accompanied by adequate cyber resilience. Today, cyber resilience is no longer merely a technology issue, but a foundation of trust and business continuity.”
He added, “As a company supporting enterprise digital transformation across industries, we see an increasingly urgent need for a more strategic and adaptive cybersecurity approach. That is why we collaborated with Dr Charles Lim, who brings extensive experience and deep expertise in cybersecurity, to provide a more comprehensive perspective on the challenges and readiness of cyber resilience in Indonesia.”
Dr Ir Charles Lim, Deputy Head of the Master IT programme, Swiss German University, added, “Cyber threats are evolving much faster and becoming increasingly difficult to detect, particularly with the emergence of AI-enabled fraud and deepfakes. Organisations need to shift from reactive approaches towards more adaptive and sustainable cyber resilience.”
Indonesia’s cyber threat landscape is becoming increasingly complex alongside the rise of AI adoption and enterprise digitalisation. The whitepaper recorded a 1,550% increase in AI-related fraud within Indonesia’s fintech sector, including the use of deepfakes and AI voice impersonation for identity-based fraud.
The scale of these risks is also impacting enterprise readiness. Cisco’s Cybersecurity Readiness Index 2025 shows that only 11% of organisations in Indonesia are considered ready to face modern cybersecurity threats, while the average financial impact of a data breach in Indonesia can reach approximately IDR 15 billion. At the same time, the implementation of Indonesia’s Personal Data Protection Law (UU PDP) is pushing organisations to strengthen real-time cybersecurity monitoring and response capabilities, including fulfilling incident reporting obligations within 72 hours.
In addition to discussing strategies such as Zero Trust Architecture and Human Firewall, the whitepaper also explores cyber resilience challenges across Indonesia’s strategic sectors, including financial services, manufacturing, government, and education—all of which are facing growing cyber risk exposure amid accelerating national digitalisation.
Through this whitepaper, Indosat Business aims to encourage companies in Indonesia to view cyber resilience as an integral part of digital transformation strategy and long-term business competitiveness. As an enterprise digital transformation partner, Indosat Business continues to strengthen its role in helping organisations build a more secure, adaptive, and trusted digital foundation in the AI and digital economy era.
